One of the biggest concerns about the future of the Salish Sea is the likely expansion of Kinder Morgan’s Trans Mountain pipeline. It carries tar sands oil from Canada’s eastern provinces to a terminal in Burnaby, British Columbia, just north of Vancouver.

Ten years ago, Democrat Rick Larsen and Republican John Koster battled for an open seat in Washington's Second Congressional District. Larsen won that election and since then he's represented the district that runs from about the King- Snohomish County line to the Canadian border. This year, Koster - a Snohomish County Councilmemeber - is back for another shot at the seat.

A followup to a story we brought to you two weeks ago: the ACLU issues a report Monday that condemns the practice of jailing people in legal trouble because of their debts. Washington is cited in the report because its attorneys can seek arrest warrants for people who ignore orders to show up in court to face their creditors. KPLU's Doug Nadvornick reports.

Seattle Mayor Mike McGinn will present his plans today (Monday) for balancing the city’s budget. That means proposing cuts totaling $67 million dollars.

     Seattle School officials and leaders of the district’s teacher’s union say they’re putting the finishing touches on a tentative contract.  In brief statements issued Monday evening, both sides say they hope to disclose details of the proposal Tuesday (this) afternoon. Until then, the sides agreed not to discuss information that’s been hammered out at the negotiating table over the past two weeks.

In Washington, Republican US Senate candidate Dino Rossi refers to it as the “functional” unemployment rate: 17.4 percent. Or nearly one in five people. That’s the number the US Bureau of Labor Statistics uses to capture not just the out-of-work, but a whole host of other people who’ve been hurt by the down economy. Dave Wallace with Washington’s Employment Security Department says it’s the broadest measure of both unemployment and under-employment.

The US Postal Service is bleeding red ink and one way the agency wants to save money is by parking mail trucks on Saturdays. Oregon elections officials say that would potentially disenfranchise people who wait until the last minute to vote. In Oregon, ballots must arrive at county offices on or before Election Day in order to count. Voters can drop ballots off at designated sites. But Oregon Deputy Secretary of State Barry Pack says rural voters often don't have convenient access to ballot drop-off locations.

     The state Supreme Court is considering whether to release thousands of police records related to last year's fatal shooting of four Lakewood police officers.

      The Seattle Times is seeking release of the records. The files are from the case of Maurice Clemmons, an ex-con who gunned down the Lakewood officers in November.

      Clemmons was killed by a Seattle officer following a massive manhunt. But a half-dozen people are charged with crimes for allegedly aiding him.
